Charges for CAA Spot Checks
On 1 September a new CAA charging policy came into effect for spot checks and inspections of aviation participants. No changes have been made to the CAA hourly rates or the Charges Regulations. The changes mainly affect non-certificated organisations. Non-certificated aerodromes should note the change of policy.
Spot checks are charged where they are targeted at a specific organisation (or person) and have been planned for a particular purpose – for example as follow-up to a previous audit or inspection, or in response to a reported safety occurrence. The hourly rate of $118.25 plus GST applies to the time spent by the CAA in preparing, conducting and reporting the activity.
Spot checks carried out for other purposes, such as sector-wide checks, seasonal safety programmes, and unplanned visits to clients will not be charged. These activites continue to be levy-funded, as at present.
The CAA may undertake checks of non-certificated organisations as part of its aviation monitoring role. Checks of specific organisations for this purpose will be charged in future. Non-certificated aerodromes should note that they may be charged for spot checks in the future.
